Changes to the regulations governing the creation, recognition and authorisation of universities and university centres

In his article, our colleague Ignacio Laín Corona analyses the most significant changes introduced by Royal Decree 905/2025 of 7 October to the regulations governing the creation, recognition and authorisation of universities and university centres, as well as the institutional accreditation of such centres. Specifically, he analyses universities with special characteristics, the procedural aspects of creation/recognition, academic offerings, student body, incentives for research and knowledge transfer, recruitment in calls for proposals, programmes and contracts for research and knowledge transfer (R&D&I), teaching staff, student accommodation, experience in university management and economic sustainability, and the creation or recognition of faculties, schools and centres by a university in a different Autonomous Community.
